GENERAL PURPOSE
This grant-funded position will support the towns of North Andover, Andover, Reading, North Reading, Lynnfield and the City of Haverhill. The Health Departments are engaged in an innovative initiative to strengthen core local public health services, to advance the recommendations of the 2019 Special Commission on Local and Regional Public Health and promote healthier communities across the region. The Public Health Nurse is responsible for performing a variety of public health duties, including responding to public inquiries and public health issues; organization of public health education and outreach; implementing public health programs; communicable disease reporting; infectious disease outbreak investigations; organizing immunization clinics; emergency planning and response; and other similar duties as necessary to improve community health.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Responds to public inquiries regarding health-related issues such as disease identification, education and reporting, medication, safety, community resources and available services.
- Identifies social determinants of health and population health needs of the region; identifies vulnerable populations and plans and implements relevant interventions.
- Maintains enrollment in the MIP annually.
- Utilizes the Massachusetts Immunization Information System (MIIS) for documentation of all immunizations administered.
- Represents member municipalities on MAVEN, the Massachusetts Virtual Epidemiology Network, and responds to communicable disease outbreaks and reports from MAVEN and other sources.
- Works closely with several other Town departments to create and provide health promotion and disease activities through targeted interventions and programs.
- Plans, develops and provides outreach and education on relevant public health topics.
- Prepares and recommends regulations for adoption by the Board of Health related to public health promotion and protection for the community.
- Responds to public health issues and emergencies including emergency call outs.
- Actively participates in local and regional emergency planning.
- Performs drills and helps create and update various emergency response plans.
- Maintains records and file and prepares various periodic and special reports.
- Reviews medical records and assists in recreational camp inspections in Town.
- Attends various Town, Board of Health, and professional meetings, trainings, and conferences.
- Supervises public health and nursing student intern projects.
- Assists in writing grant applications and implements grant funded programs.
- Provides effective and efficient customer service and promotes and maintains responsive community relations.
- Supports regional vaccination clinics for influenza, COVID-19 and other communicable diseases.
- Supports special projects related to various public health topics.
- · Follows safe work practices.
QUALIFICATIONS
Required Education, Training, and Experience:
Graduation from an accredited college or university with a Bachelor’s Degree in Public Health or Nursing; supplemented by at least 3 years of experience in a public health field; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:
Knowledge of:
- · Public Health laws, regulations, and principles of practice.
- · Leadership, planning, and supervisory skills.
- · Public Health Nursing.
- · Emergency management plans and operations.
- · The use of standard office equipment including computers and relevant software programs.
Ability to:
- Multi-task and prioritize work.
- Work independently with minimal supervision.
- Prepare clear, concise, accurate, and informative reports.
- Analyze data and make clinical decisions.
- Establish and maintain effective working relationships with supervisors, elected officials, residents, and members of the general public.

NECESSARY SPECIAL REQUIREMENTS & CREDENTIALS
- · Must possess and maintain a valid motor vehicle operator’s license and have reliable transportation to travel across multiple communities.
- · Massachusetts Registered Nurse License
- · Maintain First Aid and CPR Certification

WORK ENVIRONMENT

Most work is performed in a typical office setting, other work is performed in off-site locations such as meeting spaces, schools, clinicians’ offices, hospitals, businesses, and homes of patients and clients and other varying conditions with the possibility of exposure to contagious diseases, blood borne pathogens, and high-risk patients. The volume and nature of work are subject to unplanned events, such as disease outbreaks and other public health emergencies. The employee has regular contact with the general public, Board of Health, Town departments and state agencies to provide and obtain information pertaining to health issues and provide services.
